I like the idea of definitely having all pre-gens have some sort of fighting ability. It just ensures that when (not if) the fight starts, all players have something they can do (and not be left out). I also would add to make sure that ever pre-gen has some sort of social ability too. Balance on both sides is crucial for me to ensure players have fun.
